Madhya Pradesh Unveils GCC Policy 2025 to Drive Tier-2 City Transformation GCC

The Madhya Pradesh government has launched the Global Capability Centres (GCC) Policy 2025, a strategic move to position the state’s Tier-2 cities as hubs for global innovation and excellence. Announced by Sanjay Dubey, Additional Chief Secretary, and approved by the state cabinet, the policy builds on the success of the Madhya Pradesh IT, ITES, and ESDM Investment Promotion Policy 2023.

With India already a global leader in GCC operations, this policy aims to decentralize growth beyond metro cities, offering businesses a cost-effective and innovation-driven ecosystem. The initiative focuses on sectors like IT, finance, engineering, HR, and emerging technologies.

To support AI, cybersecurity, and R&D, Madhya Pradesh will establish new Centres of Excellence (CoEs). Fiscal incentives will encourage businesses to invest in cutting-edge fields, ensuring sustainable business operations. The state, ranked fourth in the Ease of Doing Business Ranking 2023, offers affordable costs, a strong talent pool of over 2 lakh IT professionals, and well-developed infrastructure.

This initiative follows Karnataka’s Beyond Bengaluru effort, aiming to replicate metro-city efficiency in emerging hubs. With extensive IT parks, SEZs, and industrial zones, Madhya Pradesh is poised to become a preferred GCC destination, strengthening India’s global business landscape.
